What is OSHA?

TITLE OF THE PROJECT

What is OSHA? Why there is OSHA? Are they needed necessarily? How this system effecting our live as a worker?

Above are few of the questions, which always appear when we involved in the world of architecture or especially constructions. OSHA actually stands for Occupational Safety and Health Administration and was created by the U.S Department of labor.

The main responsibility is for the developing and enforcing workplace safety and health regulation. There are hundreds target why these system is being created, but among of all the reason, they came up with 2 main aim which was to save lives, prevent injuries, protect the health of worker and to ensure workers safety and health by working with employers and employees to create a better working environment.

The purpose of these system is to seeks and to assist the majority of employers who want to do the right thing while focusing it’s enforcement resources on sites in more hazardous industries, especially with high injury and illness rates. And in conjunction to succeed the purpose, they provide services through inspection or surveys.

To make OSHA completely success, they come up with a list of objective which was can be use in all countries including Malaysia. The objectives lists are;

a)         Encourage employers and employees to reduce workplace hazard and to implement new also improved existing safety and health programs.

b)         Conduct research to develop innovative ways of dealing with occupational health and safety problems.

c)         Develop mandatory job safety and health standards and enforce them effectively.

d)         Establish training program to increase the number and competence of occupational safety and health personnel.

e)         Maintain a reporting and record keeping system to monitor job-related injuries and illness.

            Since 1971, OSHA has helped to cut workplace fatalities by more than 60% and occupational injury and illness. The fact is, this system can be use in all others counties and the effectiveness is already proven in order to make sure the safety and health condition in the top level and to the environment as well.

            In order to make our self as a student more understand about the situation, we will try to discuss the topic more detail include with the newspaper cutting    (the article given).

Referring to the newspaper cutting, the title ‘LAWS DON’T MATCH THE TIMES’ is the topic that people were taking about the safety at construction sites especially after the incident which was taking the life of Dr Liew Boon Horng.

            After the death of Dr Liew, peoples were trying to finger point to certain parties. Some of them pointing to the contractor whish was claimed fail to follow the procedure of safety in the construction site, but in a small percentage, people also said that it was faith and mistake which was done by the Dr Liew itself.

            So, which one is right? The laws made by human, the humans mistake itself or the laws made by human it right but things happen in the wrong time? All the questions taking part in the incident happen. Human made laws to guiding peoples in any other ways. Basically, all laws are perfect because human done it after detail discussion and agreement by majorities. 

           

            Although laws is the guidance for peoples to follow, accident still happen, this scenario happen is because of human regularly across the laws and type’s of accident sometimes doesn’t match with laws and times. Do we have to rearrange the laws accordingly to times move or we have to convince peoples to follows the laws?.

            It is quite difficult to describe what was happen in case of Dr. Liew actually, but if we refer to the article given, we can see here that society were pointing to the lame system of laws. The failure of humans doing their job properly, not taking laws as the guide and the weakness of government in handling any situation including this case.

            In these day, anything’s can happen, we simply cannot predict accident, even though, laws as the guidance, perfect times of wrong times, proper or not, accident will happen, what we have to do is try to improve the situation or lows from time to time, avoid of all danger consideration and be alert at all times.

ISSUES WHICH BEING DISCUSSED

Referring to the article given, ‘ Lows don’t match the times’, what we can describe here are so many question being brought up in only one issue which is OSHA or DOSH (DEPARTMENT OF OCCUPATIONAL SAFETY AND HEALTH).

Extremely correct, that each parties will stand for what they believe is right, here, due to Dr liew death and the discussion between Datuk Seri Dr Fong Chan Onn with reporter Saiful Azhar Abdullah and Annie Freeda Cruez , few issues has been brought up for us as a student to think and to improve our knowledge for a better future. The issues are: -

a)         The frequently inspections done by the Department of Occupational safety and health carry out at the construction sites.

b)         The cooperation between DOSH, contractors and the workers itself. The knowledge of all parties in terms of awareness and alert on sites situation.

c)         The legal action has been taken by the DOSH against bad contractor, is the fine satisfied? Due to the action, is there problem being prevent?

d)         Which one is the higher level, DOSH or Local Authorities, some of the cases, the DOSH cannot issued any letter of stop-work order. Local Authorities is more responsible on stopping the work. DOSH is only can issue a stop-work order or letter of improvement at the effective site and allow the contractor to continue once the has rectified the problem.

e)         The ranking of the contractor, the capacities, the abilities of the contractor on doing their job properly due to being ranked by the Local Authorities. If problem appear, what is the action by the Local Authorities. Problem keep happens but why contractor ranked E still allowed to continue work and not been blacklisted for all future project.

f)          Future planning involves DOSH, Local Authorities and Contractors to prevent accident, to save life and to gains trust of society.

g)         Possibilities on what happen to Dr.Liew was the workers left the constructions site about 11 am on Friday, and they left the mould hanging without a proper anchor, and right supervision.

VIEW & COMMENT

Referring to the article given, ‘ Lows don’t match the times’, the focusing on conquering the problem could be solved by taken few view and comment by the Human Resources Minister as the knowledge for student to discuss.

a)         Suggestion to Local Authorities on few bad companies who was being ranked E to be revoked and they be blacklisted for all future project.

b)         The attitude between the contractor and the worker itself, DOSH has been doing their job nicely by doing inspections minimum 3 times a year and sometimes surprises checking when they got complaints from the public. Checking. But there’s no point doing checking, even every week if they ‘curi makan’ when the DOSH leave.

c)         Responsibilities has to be a thought of management. All parties has to provided some obligation in the right way.

d)         Government has to be more aware on all things in any circumstances. Be tougher on blacklisted contractor. There’s no point of fine if they simply can pay it, pushed to jail sentences instead.

e)         First things has to be done in the first half hour of every morning is to do risk analysis and the last half hour of the work day should be spent on cleaning up the workplace.

The techniques that designer use to determine the forms of the building have qualified it to become a genius building. convinced that design had to imitate or sustainable nature, the image express the compass and square aside, confiding entirely in observation and intuition.

‘Understand the meaning and concept of architectural is the research and decision-making process that defines the problem to be solve by design.’ The delivered this subject seriously is to gain the capability of student in doing design, base on economy, politic and social.

Beside that, these subjects also describe the nature of design and its attendant methods, technologies, processes and procedures in terms of design practice. Public is very clueless when define the architectural, some of them just says that architectural its only buildings, some of them also saying that architectural is the magical way which has the ability to raising the value of the building from ordinary to ‘super special’ or as the soul of the building. And some of the peoples also saying that architectural it’s only the style of the building. Easily, just deeply understand this definition, if you like: -‘ architectural it’s a method of observation and experience, which is needed by public to achieve the maximum freedom.

On doing this assignment, student will be understood on the relationship between concept, spaces, image, fundamental and ideology of the building design.

Beside the relationship above, the aspect such as ventilation, circulation safety, physiology environment and society should be taking seriously. Basically main target is trying to find the right answer for all the questions. Starting from analyze the site, getting know on right authorities, climate condition, surrounding vegetations and feasibility studies of the site. The stage on doing this assignment has to follow the procedures from thinking, imagining, listing the activities, brainstorming, categorizing and from bubble diagram to systematic diagram.

The good thinks on doing this assignment is, we as a student will learn how to create a model and perspective in conjunction to make it our design more real and practical.

Located at Kampong Batu Muda, Sentul Kuala Lumpur, surrounded by residential area, client were force us to develop a Cyber café with a proper concept and image. The RM1.9 million Cyber Café is a mind-blowing hybrid of lobby, open space, indoor, bar lounge, office, toilet and landscaping area. As soon we imagine the Cyber café, we can get surprisingly by the connection between the two concepts, which is contemporary and traditional. The owner Definition Plus Sdn. Bhd has targeting that 1-year and a half, can occupy the building and can running the business proposal.

SUCCESFUL ASPECT OF DESIGN PROPOSAL

‘e-Pondok’ is the name of the proposed building. The opportunities in designing this building is wide open, there are so many things that I had learned in developing the idea.

How to achieve the maximum of ‘e-Pondok’ actually? What is the best about ‘e-Pondok’? Main question is, in generally, is this building can give good benefit to politic, economy, social, society environments, and of course to owner personally.

We all aware about the functions and user of the building, we all also aware that some of the building design will brought certain problem to the users, some building was design with no connection with the function, some building was design with less depends on the climates, no relationships with surrounding and sometimes doesn’t give good impact to the public viewer.

Basically, we all know that the users has the right to enjoy the relaxing activity, working, studying, shopping, doing proper business, praying inside particular building which was being created in sense of accusations and full of awareness about the functions. Also we all knew that the importance of the building is to improve the quality of life.

Two basic ways to enjoy the building, understanding the design of the building and spaces related, and understanding in terms of awareness of architectural and peoples.

Generally there are three types of image, image of plastic, image of frame and image of flat. But better building will successful in image designing if the three types of image that being mentions before blended nicely.

‘e-Pondok’ was design with more image of plastic, I personally still using the image of flat and image of frame, my intension in mixing traditional external with contemporary internal is to create something different.

The ‘Tudor’ image of the roof is the symbol of dome.  Bring back our memory on how peoples before us, peoples back 40 or 60 years ago, where did they start the education? Of course they doing it in, what we call ‘sekolah pondok’ right? Besides that, the height of the Tudor or dome is to make peoples think the hidden meaning, from inside if you look up, just think how small our knowledge compare to almighty Allah, and as physically the Tudor image gives good ventilation, air circulation and the balancing of brightness.

The reason of me using the flat roof instead others, is the way for me to express my deep knowledge of telling peoples that we all same in terms of capability of leaning, or even the seize of brain, we need to come to the place that make us feel we all same, no body is less or more clever. So we feel comfortable to start finding the education. And in construction flat roof type is easy to construct, can stand any loads and even its benefit to the owner if decided to develop one more floor above.

However, my intension of image is to will create the wondering of surrounding, as the attraction for environmental society, Peoples will look at the building twice and wondering ‘what the hake is that’? And naturally they will forced to knowing or discover more.

The less uses of partition inside of the building is to avoid blocking view, and hidden meaning is ‘blocking thinking’, the concept is easy, to open wide the view and mind, peoples also be able to see through from the quantity and the seize of the windows.

The big hole in the middle of the building is for landscaping that will make peoples close to the natural environment. Even though the seize is quite small but the impact is big, other than that this hole also gives good air circulation and brightness.

Arrangement of the rooms for this building was designed accordingly to users needed in terms simple movement either with or without stuff, circulation and connection between rooms to rooms and rooms to peoples.

The sharp edges of the design or square are benefit to the humans plays with the spaces and to be able to see other sides from different angles. The design also coincidently gives unlimited space for creating the green area around the building.

Taking about the interior, huge area purposely design to give comport to occupier, the idea of not putting any computer table is to give more space and to create the first and only cyber café in Malaysia using notebook instead of PC. Bar lounge build to provides simple food and beverage to the customer.

the advantage & disadvantage…

The design is uniquely different with other design, however we still can relate to the needy of politic, economy and social. The design itself already gives picture that the building is the place for the surrounding to find and surf for the knowledge.

Peoples also have choices to surf the Internet inside in the lobby or indoor area or at the veranda, which is located outdoor.

The building ‘e-Pondok ‘ also designed for the disable peoples, one level floor gives conveniences to the wheelchairs peoples to come and use product provided.

On doing this design proposal, I found out that’s not many disadvantage on this building, but the major problem is to ignore the first impression of peoples to think that this building is mosque or ’surau’. Parking also limited to the customer, maybe I was force to design the building by utilized all the area.

However it is, I’m sure that the design will be talk able and will be good attraction to the surrounding. Good feed back to the owner in terms of profit.
